The decoy camp was used by the Others, and was the primary holding place of Michael during his capture. The camp bears the appearance of a fishing village, and is surrounded by "Yurts", which are portable felt dwelling structures. Thought to house a Dharma station embedded into the rocks, Sayid discovered this was also part of the decoy. Ryan has radioed in to Colleen to inform them that Sayid has located the decoy village, which was the plan all along.
Walt (it is unknown if it was actually Walt) tells Michael over the computer that the village is north. The village also contains a rock formation with a huge hole in the center which sits atop the hill overlooking the camp.
