Doug Anthony Hutchison was born on May 26, 1960 in Dover, Delaware, but spent most of his childhood in Detroit, Michigan and Minneapolis, Minnesota. He has a younger brother named Erik, and a father named Richard. Years later, he moved to New York City, where he briefly attended the Juilliard School. He studied with Sanford Meisner for two years. He also has maintained recurring roles in CSI: Crime Scene Investigation, CSI: Miami, and Law & Order: Special Victims Unit.

Hutchison is known among X-Files fans for his role as Eugene Victor Tooms in the popular Sci-Fi series. He appeared in the episodes Squeeze and Tooms.
